I apologizefor the delay-this is a tricky question.
The measurment of the form the vest is pictured on is 38.5". Laying flat, the vest is aprox 19.5" w/out stretching it out.
I highly recomend looking at how it hangs on that size form and compare to simular items you may have.
It is super cute!
