tjbo93My pet scarves have elastic inside them. The small size the elastic is 12 inches before it is stretched. All om the scarves I have made are different colors. I am sure the small size would stretch up to 18 inches without a problem. My dog is the one in the pictures she has a neck size of 18 inch and they fit her fine.
