Can this be worn as a drop shoulder you think? I am usually 16" shoulder to shoulder...

Goin by our measurements shoulder i shoulder is 18". You being a 16" means this will drop by 2" giving you a oversized loose fit appeal o if you want to call it a dropped shoulders. Hope this helps .
