rougelips@jyh1 Yes, it’s a circumference, measured when flat. It’s never been tried on/stretched before, so the brand new knit measures small when on a flat surface straight out of its package. But it’s very very stretchy. The waist can easily stretch to 30”. So the dress stretches well beyond the numbers in the chart. Small fits as size 4. It’s also really really soft and pleasant to skin 😊
