@ambitiousbty laying flat where the top design meets the solid skirt is approximately 14 inches. With the elastic and tie in the back, there is plenty of room for adjusting sizes smaller or bigger! The elastic will stretch to give about 5ish inches pretty easily. More if you want it to. But I would guess most people don’t want it stretched to the max. The tie can make it more fitted. Are you looking for any other measurements? I’m happy provide them! 🙂
