@mzaga12 I think they would be really baggy and you would have to wear a belt. the waist is 15.5" across the front which is equivalent to about an 8

Are these high rise or low rise?

@callieann6 so they are called the low rise 90s pants but they are actually mid/High-Rise if worn on the hips. I think it is because they would be looser on someone smaller and they would sit lower on the hips the rise is 10".
