Gorgeous, feminine dress! Ruffled cap sleeves. Mesh crocheted bodice backed by tumbleweed colored lining. Tiered skirt has top tie of ivory. Middle tier is cream. Bottom tier peach pink. Middle and bottom tiers have embroidery on the front. Also features elastic waist with ivory tie back to add definition to the waist. Only flaws: slight shadow discoloration on one side of bottom of skirt, see picture. Initials on tag.

So if the waist is 13.5 inches across that means it's about 27 inches around? Is there any elastic in the waist?
