Is the bust 32 inches around or just one side?

@hairswhatsup hello! Those were notes from the manufacturer however when layed flat ot was approximately 19.5". I am a 34 but most 36 C and modeling a medium. it is a very flowy dress and loose in chest. it was more of a shift dress and pretty roomy for a medium.
