So sorry for a late reply, Yes this will fit a 38D as that is what I wear and it fit but please note I have a wider back then most so if you have an average or petite frame, this will definitely work. I also flat measured from arm pit to arm pit and it measures 20.5. If you have any other questions please let me know. I have an XL in this dress and I LOVE it, super cute! 😊
