Can the top bar be taken out and moved to bottom?

@sallysakin I tried that!! Those balls do not unscrew. I honestly have wondered if it was a factory defect because some are missing the top, some the bottom, some the middle. I didn’t see many with all 3 but they don’t unscrew 🤷🏼♀️🤷🏼♀️
