littlegypsie@bethanysouza Hi Bethany, I see you decided on the Large. Yes- the waist measurement is taken lying flat and not "cinched". The waist is adjustable, so I think you're fine with the Large. I'm doing all shipping tomorrow morning. This is a really fun dress to wear. I'm glad you're getting it :)
