zoeys2017Hi a size small is 16 inches across the chest and 20 inches across the waist. no the straps are not adjustable. I think by what you stated above you would be a size small. this runs big in my opinion and fits lose. This item I have sold the most of and restocked several times. I even kept one for myself because its super comfy !

for_the_love@hellmueller these are the best!! Everyone needs at least 3 😁. Seriously I'm considering getting another b.c I never want to be without one! For anyone my size (5'3, 140, pants 6/29/30& small top) a small fits well and a medium may work too and be even roomier! Medium I would probably have to tie up straps with my short torso, but that would still be cute! Hope this helps anyone intrested!!!!💜
