ravegoddess@niastone23 yes it is, I bought it from another seller a while ago and I was going to wear it with a black mini skirt because it gives the same effect and it appears to not have the skirt, although I did not alter it myself and was I unaware if it has been altered. I am willing to do $60 if you put in the offer, I can include a black tight mini skirt in the shipment but it only fits size 34" hip.

ravegoddess@niastone23 that is the way the dress is designed, it hasn't been altered. this is a more avant grade style dress sold from nasty gal. I am selling it, if you make an offer I'll counter with lowest I'll go :)
