Is this true to size? What type of material? Any stretch/ spandex?

@missjrw Hi! Yes there's some stretch. It is 87% cotton/29% nylon and 4% spandex. I generally wear small/2/4 and I would say it's true to size. The off the shoulder arm hung a little low on me (I'm only 5'1) which is why I am selling.
