tracy390 @barefootblonde2 sorry for the delay in getting back with you. The measurements while laying flat from side seam to seam is 13" so they are like a 26" size. I wear a 6 & cannot wear the small so I would say the small would be like a 4. Let me know if you have any other questions. Thanks for your interest.
