@kristengluch hi, sorry for the delay. The leg opening has a circumference of about 21". Its not as fitted as most shorts. There's wiggle room in the fit at the leg opening, but how much would depend on one's own size. I hope the measurement i provided of 21" will help you somewhat. Have a great day.
