Express cobalt blue dress

Gorgeous brand new with tags Express dress in size small and cobalt blue color. It has elastic around the waist and a hook closure in the bust area. It has a tiny little dark blue spot (i zoomed in on it in the last picture) under the waist but is barely noticeable when on unless you look for it. I would assume it will come off in wash.
