To price drop an item you must reduce it down by 10% and then you lift the price back up to the original asking/ listing price. This item has not been sold the $46 nor will it be. After measuring a second time plus having my mom who has a 14" upper arm try it on unfortunately the duster will not work for you. The sleeves were too tight on her with the medium& large. I am so sorry. I want you to get something you would love and that will fit, I am so sorry about that! If the material would have more stretch it would have been fine but it doesnt have alot of stretch.
