Blue shift dress

Blue shift dress from forever 21. It draws in at the waist a bit, but it isn't tight so it's more of a shift style dress. It's short; I'm 5'3 and it's already pretty short on me. Not to the point where it's unwearable though. There is also a slip underneath the bottom portion. Price is negotiable :)
