@jenna329w hi! Lying flat, the bust measures about 16". The shirt also has front seams for the bust to give it a little extra room though.

@_caitelizabeth okay so I think the top should work for you - it's more roomy at the bottom and has elastic on the sides of the waist. It measures about 16" on the bottom when laying flat. I do have one more black tunic from forever 21 to list (size small), but it might be more of a dress depending on your height. I'll list it as soon as I can, but my data connection has been really slow. 😞
