@beka4296 I believe it does. My problem was not hips but bust. I am a 38 D and it just was too snug. I can look online to see about how true to size it is. I am a 12, but it was just bust didn't work.

@beka4296 I read on Macy's website that it runs small but the problem seemed to again be the bust. check around. Google the dress. I can try it on again if you want. I sometimes wear 14 jeans because of hips but a dress size 12. Hope that helps! I don't want anyone to be unhappy with purchase.
