brittanyvalvo @janiecat the fully pleated skirt on the left has a waist measurement of 14.5 inches across so 29 inches around. The back side of the waist band does have elastic so it'll stretch a bit. The skirt on the right with 1 pleat is 15 inches across side to side, 30 around and also has elastic on the backside of the waist band so it will stretch a little as well.

brittanyvalvo @dawnponder83 I am 5'9" and wore these when I went to private school. If I remember correctly they ended right at the knee cap. Let me know if you'd like me to take a measurement from top to bottom and I will! 😊 Hope this helps.
