1980's does 1940's PEEP BACK DRESS S (O9)

1940's style dress, vintage from the 1980's. Chartreuse (golden green) satin weave. Buttons at the back of the neck, and then also at the back of the waist. Zipper below the lower back. Matching belt included. Shoulder pads (of course! A staple in both the 1940's and 1980's!) Tagged as 9/10, runs smaller by today's standards. I wear a US 6, and this fits me well on the bottom half, but I don't fill the top out enough. Please compare the measurements below with a non-stretch dress you have at home that fits well.
