1950s handpainted metal umbrella stand/ hamper or waste basket

Very pretty 50s metal umbrella stand (could also be used as a hamper or waste basket). It is decorated with tole handpainted roses in a nosegay with blue ribbon. There is open pierced ovals at the top and tiny polka dots painted around the flowers. Measurements are 21.5" tall x 9" in diameter. The condition is good but there are some scratches and some paint missing around the top as pictured.
