1940s Ornate Gold Circular Frame of Netherlands 9 1/2 x 9 1/2

This is a framed lithograph possibly by the artist Smeele, depicting the Oude Haventoren, or Old Harbor Tower, in Hoorn, Netherlands. The lithograph is likely from the 1940s. The artist, Smeele, is known for creating lithographs of the Netherlands. The Oude Haventoren is a historic tower in Hoorn, a city in the province of North Holland. The lithograph is framed in a vintage, ornate gold-colored frame with a circular matting 9 1/2” x 9 1/2” such a neat and intricate piece I have never seen anything like it in my 50 years of antiquing. Note tiny nail holes on side of frame from original framing by Illinois molding company. Gold wrapping over frame upper right corner needs to be re-glued. Inside glass shows some dust from age could be restored if chosen.
