I love this blouse - it is vintage Talbots you can tell by the tag. Which means, the sizing is old… which means an 18 is smaller than the 18 of today. So. It doesn’t fit. It would be helpful if you had said in the description that it runs small. But, maybe you aren’t as familiar with Talbots tags. 😊
