2 for $10 xXS Khaki leggings/

I bought these thinking they were a medium. They are labeled Betty Blue size medium - No Way!!! I am listing them as xxs. They measure 11" across without stretch and stretch up to about 13". I am not sure if these might be considered girls size but I can't figure it out. A 22" seems to be a Juniors size 000. inseam 25"; rise= 12"; hips best estimate 15" + total length = 35" Sorry about the confusion.
