sweetheart neckline blue cut-out cocktail dress

Perfect condition, only worn once for about 10 minutes, sweetheart neckline blue cut out cocktail dress. The tag says it's a size 9, it fits more like a 6. I was a size 4 in this photo so it fit me slightly loose but I made it work. It is from Dillards originally and I paid $90.
