claireodea @_megg16 thanks for your question. I'm a tiny bit below 5"4 and the skirt measures 21" from the top of the waist to the bottom of the hem. It has an elasticated waist and I'm wearing it below my belly button off my hips in the photo. I guess that's where feels natural for me, but I think you could wear the waist higher to make the hem fall higher. I hope that helps! do let me know if I can answer anything else!
