Hello! The size says 28 but your measurements indicate waist 32. Which one is correct?

Hi. The tag on the Jeans say 28. I measure most of the clothes that I sell just to be sure they haven’t shrunk etc.
I am embarrassed to say that the waist is actually 30”
Not 32”. Hope that helps.
