have sleeveless ruffled dress

size L, it’s a dress/top?? (reference: 5’2, fits like a dress on me, top portion is just a weird fit) there are loops on the sides to hold a belt khaki colored the buttons are just for show, they can be unbuttoned but it doesn’t have any function, underneath is just fabric
