Y2K era Tattoo style black bracelet or anklet

Vintage Y2K from my jewelry box. I’m not sure what happened to the choker that went with it. It’s meant to look like a tattoo and is light weight and stretchy. See pictures for measurements but it stretches out about 6 “ wide. Still fits me twenty years later! My wrist is 7 “
