Xhilaration (target) dress size small

Navy floral dress, great for both fall and spring summer, there is some ripping around the elastic under the bust. It looks like it's just pulling out from underneath the elastic. I'm sure it could probably be fixed I just don't know how :) I put a belt on top of it and you can't tell :)
