It's lightweight denim material that has a stretchy waist band with a self tie belt and side pockets.
The top can be worn on or off the shoulder.
It is a cropped length and doesn't have much stretch.

I just added pictures with measurements and pleaded be advised that the self belt is missing.
I used to wear it with a wide black belt and black heels.
The pit to pit measures 18"
The elastic section relaxed is 15" and stretches to 18"
The rise is 12-1/2"
Inseam is 18"
Thigh is 13"
Hip area I measured just under the side pockets is 20"
