Wowza this is unique! XXL black and white two piece outfit, WHY

Pit to pit of jacket 22” Length of jacket at center back 25” 44” at top of either strapless dress or skirt, not sure! Length of under piece is 45” This is an eye catching outfit although I’m not totally sure if the under piece is a skirt out a dress! Jacket is labeled as a”WHY” brand, under dress or skirt is Rose Collection. Fabric of both pieces is identical in look and feel.
