Woven fabric traditional garment

Perhaps you know more about this garment than I do?? It is a homemade dress/jacket. The light woolen fabric (not exactly sure about the fiber content) has darker brown & gilt thread details woven into it. Unique construction, especially at sleeves where they gather at the cuff but have a vent. You put it on by opening it all the way up & fastening the front enclosures. High necked, gathers at waist. I wore it as a jacket over other dresses. rhinestone plastic buttons & a slight ruffle tacked onto the collar. pit to pit 21.5” waistline 18” shoulder to hem 52”
