paularwilson @cookgurl The measurements listed (19”) are post alteration. What my daughter had done was altering the sides at the top so that everything would lay smoothly across the chest.

paularwilson I checked with my daughter and to be specific she said the shoulder straps were brought in.

paularwilson I provided a picture of the alterations. My daughter clarified with me that the sides were not taken in at all; just the adjustments on the shoulder/neck straps.
