lcdpiero @sharonandrick3 is 14 inches the measurement you get when you measure the waist flat across then? Are these high rise? Sorry by fabric content I meant what materials is the fabric made out of? For example are they 98% cotton and 2% elastane?

lcdpiero @sharonandrick3 sorry for the confusion and not being clearer! I understand that they are size 28. However their size number is not usually the same as the amount of inches the waist is. If you take a tape measure and measure the waist it might not be 28 and I am just curious about what the measurement in inches is for the waist!
