It is NEW, with tags (bent tag). Size XS. It is made of 61% polyester and 39% cotton. Approximate measurements: 22-22 1/2" long, from top of bow front to bottom 20" long, measuring the side seam. 14" wide, laying flat and measuring at the top of the waistband section (under the bow-shaped section).
