Who What Wear peplum top

Sweet flouncy top has it all: ruffled stand collar, side button closure, cloth covered buttons, slight puff sleeves, loud black n white pattern, flattering peplum elastic waist. I wore it once with the collar undone (final 2 pics), idk I thought it was cute. Adorable buttoned up as well.
