poshk4 @jkurzon the waste is 26 inches. The length of the skirt from top to bottom is 24 inches. There is some stretch to the top part, about 3 to 4 inches. I'm not sure if I would call it a mini skirt. On a 5'3" person in comes to the knees but it would depend on the height.
