Seam to seam at the belt loop is 15" laying flat. The fabric has stretch.
The longest belt loop is about 33". The belt has some stretch too, but less than the dress. Shortest hole on belt is 29".
The bust has darting. In the front arm pit to arm pit is about 18", although it's hard to pinpoint laying flat. I am being conservative, it might be a little more than that. Seam to seam at the armpit across the back is 17".
