White House Black Market Dress Size 12 Retro Inspired Black Floral On White. This sweet dress with its swing skirt is great for parties. It has a scoop neck that's gathered in a Retro Look. It is supposed to have a belt, but I didn't realize that when I bought it. The look is cute without a belt, but you could add one of your own preferences to show off your style. Measures 41.5" long from shoulder to hem and 44" waist. The bust is hard to measure because of the way it made, but I think the larger the more flattering. It's at least 20" across the chest, but with the fabric, there is plenty of room.
