White & Blue Floral Dress w/ Neck Detail

Adorable light blue dress with large white textured flowers. The neck has a choker-style cut with an open chest area and smaller peep hole below (shown in second photo). This is a really lovely dress in a light material. New without tags, purchased from a boutique in Charleston and just haven’t had an opportunity to wear it.
