heatherjvp @catmom3 you were correct, it is 19 inches measured laying flat. No idea where I got 15 inches. It's been a few years since I've worn it, but I'm 36D and it fits in that area. I hand washed it super gently in The Laundress Delicate Wash liquid detergent and laid flat to dry. I don't recall thinking it shrank. I'll go ahead and wash it again and re-measure after it's dry.
