This was my mom's Christmas decor. Tag on the bottom of the base says HOMCO.
About 7" high. No chips, cracks, or damage. Brass ? metal stand & pole. The horse & Santa portion are a bisque matte finish. I hope I'm using the correct terminology ! From a nonsmoking environment.

Have you tried cleaning the base with brass cleaner to remove the discoloration?

@dross212 - no, I haven’t. I generally opt to allow buyers to choose whether they want items with their finish altered / restored.
