Vtg 70s? Handmade dress

Good condition Vintage 70s? Bright yellow floral printed dress with lace details. No tag for brand size or material. Check measurements. The material is soft with no stretch. Maybe a cotton blend. There is a elastic sewn into the waist and cuffs but note there is not much stretch left. The tie at the waist can be used to make waste tighter. New elastic will need to be sewn into the sleeves if you want the flared look. Measurements taken flat: About 45 inches long About 12 inches shoulder to shoulder. About 15 inches pit to pit. About 14 inches at the waist taut About 22 inches shoulder to cuff. About 10 inch zipper in the back There is a lining sewn in to the waist but the top is thin so will probably require a slip Note at the waist in the back there are two areas that need a few stitches but if the belt is tied on, you should not be able to see them. There is also a place at the top of the right shoulder that needs a few stitches or otherwise stabilized and a small stain that I have not treated or tried to remove. May come clean, but not sure.
