Lovely dress by brand Velvet, sold by Anthropologie. I don’t see a material tag, but feels like high quality cotton. Incredibly soft and double lined except in the sleeves. Unfinished hem and lace in front add unique details Velvet is known for. Worn maybe once! 38.5” long 14.5” at waist but can be tied back tighter
