This skirt is new with tags. I took it out of the plastic sleeve to photograph, and now it’s back in. Never even tried on. The fabric has 8% spandex, so there is some stretch, but the waistband doesn’t feel like it has much give. It measures just over 14” flat. Bright, pink, fun, festive, and spooky!
