They don't specify it as either, but it's call it a Stretch Fit, because it has a horizontal stretch. The width of each pant leg at the hem is 7-3/4".

Appreciate it, likely tagged as a 32" but measure 33" while we figured they would measure a little bigger to a 34" which we'd want... Too bad as many 33"s from them are a 34" in actuality... GL with the sale all the same. ~J
